BENARKAH HARTA AMANAH BANGSA INDONESIA JUGA ADA DI HERITAGE FOUNDATION?

Memburuknya kondisi ekonomi Amerika Serikat yang membawa imbas kepada ekonomi dunia, menjadikan suatu keniscayaan bagi otoritas lembaga keuangan dunia untuk mendesak mencairkan dana HERITAGE FOUNDATION yang tersimpan di Federal Reserve (The FED) Bank, bank sentral negeri Paman Sam itu.

IMF, World Bank dan otoritas lainnya membutuhkan dana besar untuk menyelematkan dunia. Dana talangan pemerintah Obama sebesar USD 1,3 trilyun, dianggap tidak akan mampu mendongkrak kondisi buruk ekonomi yang menurut George Soros dan mantan Gubernur FED Alan Greenspan akan berjalan hingga 2011. Ketakutan itu kemudian mendesak parlemen Eropa dan AS untuk meminta pemimpin spiritual Vatikan untuk menyetujuinya. Mungkin saat artikel ini dibuat, Surat itu sudah diteken sehingga cairlah kekayaan ummat manusia sejagat raya ini. Padahal di dalamnya sebagian besar berasal dari harta nenek moyang bangsa Indonesia yang dulu sering diributkan oleh banyak kalangan dengan icon “Dana Amanah”.

Berapa jumlah dana abadi ummat manusia itu, menurut hitungan manusia, hampir tidak ada kalkulator yang dapat menghitungnya. Sementara itu, kalangan tetua dan generasi berikutnya, menurut survei yang saya lakukan masih berkutat soal mencari sponsor untuk mencairkannya. Bahkan kelompok Soros pun sempat menghabiskan separo dari harta kekayaannya untuk membiayai mencairkan Dana Abadi Ummat Manusia itu.

Berdasarkan hasil investigasi saya sejak tahun 1988, saya berkesimpulan bahwa Dana Amanah itu memang ada yang tersimpan di FED yang kemudian menjadi aset dunia. Bahkan petinggi FED ditengarai banyak yang bisa berbahasa Indonesia, utamanya pegawai atau staf senior. Semuanya itu bermula dari kisah kerakusan para raja-raja yang ada di nusantara dulu pada era penjajahan Belanda. Para raja-raja menurut literatur yang saya peroleh, lebih senang menyimpan batangan emasnya pada De Javasche Bank (DJB), bank sentral pemerintah kolonial Belanda di Jakarta yang kemudian menjadi Bank Indonesia sekarang. Tetapi banyak juga memang kekayaan harta nenek moyang itu dirampas oleh Belanda secara paksa. Nah, harta-harta inilah kemudian diangkut ke negeri Ratu Yuliana (ketika itu). Tetapi, masih menurut literatur yang saya dapat, setelah Belanda kalah perang dengan Jerman, maka Nazi membawa kekayaan itu ke negaranya.

Nah, pada Perang Dunia II, Jerman kalah perang dengan Amerika, ya harta itu pun diangkut ke Amerika yang kemudian dijadikan modal untuk mendirikan The FED. Inilah yang kemudian mengapa sebagian besar para tetua kita mengklaim bahwa Indonesia punya saham di FED, namun tidak pernah diakui keberadaannya. Mendengar kabar buruk tersebutlah kemudian mendorong Bung Karno selaku Presiden RI untuk melakukan perundingan dengan petinggi Amerika dan Eropa. Alhasil, Bung Karno berhasil mendapatkan pengakuan bahwa harta itu memang berasal dari bangsa Indonesia, tetapi mengabaikan kewajiban bagi negara itu untuk mengembalikannya. Sebab, bagi mereka itu merupakan harta pampasan perang. Nah, hasil kesepakatan itu dinamai “Hilton Agreement” yang terjadi pada tahun 1961.

Belum puas akan hal tersebut, kemudian Bung Karno membuat sebuah ikatan sejarah antar bangsa. Caranya, Bung Karno memanfaatkan celah bahwa yang harus ikut teken kontrak dalam traktat internasional tersebut adalah utusan kerajaan di Indonesia sesuai dengan asal muasal harta pusaka itu. Berdasarkan hasil kesepakatan raja-raja di dunia, dari Indonesia kemudian dipercayakan kepada raja di Kraton Solo. Raja ini dianggap baik dan bijak, tetapi mempunyai kelemahan senang dengan kaum pria. Salah satu pujaannya adalah Bung Karno sendiri. Kendati Bung Karno bukan type itu, tetapi Raja Kraton Solo ketika itu mempercayakan kepada Bung Karno untuk menjadi mandat dalam pengelolaan harta bangsa itu. Hal ini juga sesuai dengan kesepakatan raja-raja nusantara yang dihimpun Bung Karno. Maka tercatatlah nama Bung Karno sebagai salah seorang nama yang berhak mencairkan dana HERITAGE FOUNDATION yang tentunya bersama pembesar dunia lainnya.

Namun, jika Bung Karno tidak bersedia mencairkannya, maka hal itu tidak bisa terjadi. Sebelum Bung Karno meninggal, ia belum sempat memberikan mandat kepada siapun untuk mencairkan Dana Abadi Ummat Manusia itu, sebab hal itu mesti atas persetujuan Yang Mulia Sri Puas di Vatikan. Tetapi Bung Karno sempat memberikan isyarat kepada lembaga otoritas keuangan dunia, bahwa kalau dirinya meninggal, maka ada ciri-ciri dan tanda khusus orang dia percayakan untuk kelangsungan pencairan dana abadi itu. Karena hukum dunia mengamanatkan, harta amanat tersebut berlaku selama 400 tahun dan tidak bisa diganggu gugat oleh siapapun, termasuk oleh Amerika sendiri. Bahkan kantor pajak pun tidak bisa menjamah special account di FED tersebut.

Namun krisis dunia terus mendera akibat kegagalan manajemen perusahaan-perusahaan besar dunia. Tahun 1988, Dana Abadi Ummat ini sempat digagas untuk dicairkan, salah satu tokoh yang berada di belakangnya adalah George Soros. Tak sedikit hartanya habis untuk membiayai proyek ini. Tetapi Vatikan enggan untuk memberikan restu, sehingga dana itu aman untuk sementara waktu. Namun krisis berikut tahun 2008 di AS dan dunia dinilai sebagai krisis terburuk sejak manusia modern ada. Teori keniscayaan berlaku di sini, sehingga Vatikan terdesak untuk menyelelamatkan ummat manusia dari kehancuran. Sebab, menurut sebuah sumber yang saya terima, jika Sri Paus tidak bersedia merestui pencairan dana tersebut, ada pihak atau negara tertentu akan mengancam perang. Agaknya, tidak ada pilihan bagi Vatikan untuk merestui ini walau sebenarnya Dana Abadi Ummat Manusia ini akan dicairkan pada tahun 2011 nanti.

Yang unik dari dana ini adalah, ada hukum yang mengatur bahwa rekening khusus milik HERITAGE FOUNDATION ini tidak bisa diganggu oleh lembaga keuangan dunia manapun kecuali melalui kesepakatan bersama, termasuk Bung Karno atau orang yang dipercaya Bung Karno yang pernah saya temui di luar negeri. Mereka terpaksa harus menjawab pertanyaan-pertanyaan saya sebagai jurnalis karena saya selalu mengemukakan fakta. Persoalannya kemudian, apakah pihak Indonesia diajak bicara untuk mencairkan dana ini. Beberapa orang dekat dengan Presiden SBY yang pernah saya cek, sedikit agak paham dengan dana ini, tetapi SBY dan para petinggi republik ini tidak percaya adanya dana semacam itu. Bahkan Menkeu Sri Mulyana ketika saya hubungi via email dua tahun silam mengatakan, ini sebagai upaya pembodohan pejabat Indonesia.

Investigasi saya ini membutuhkan waktu dan biaya yang mahal. Sedikitnya sponsor saya menghabiskan Rp 5 milyar dalam kurun waktu tiga tahun. Sebagai uji coba terhadap keberadaan keuangan HERITAGE FOUNDATION, saya beserta teman-teman mendirikan lembaga International Fund for Indonesia Development (IFID) di Hong Kong. Hanya saya yang dari Indonesia dalam badan ini, lainnya berasal dari Hong Kong sendiri, Tiongkok, Australia, Belanda, Korea Selatan, Jepang dan seorang konsultan keuangan dari Selandia Baru. Oleh sponsor kami diberi kantor mewah di International Finance Center (IFC) Hong Kong, persis di appartemen mewah Four Seasons, satu gedung dengan HKMA (Hong Kong Monitory Authority), bank sentral Hong Kong.

Caranya, kami melakukan transaksi bisnis dengan melayangkan surat-surat berharga dari Indonesia ketika itu nilainya, aduh mak malu menyebutnya, tetapi itu nyata. Tidak ada dukumen yang kami layangkan kurang dari USD 1 milyar terbitan tahun 1960-an. Baik dokumen dari UBS Switzerland, HSBC sendiri dan lainnya. Hasilnya mencenangkan. Bahwa dokumen-dokumen tersebut tidak bisa dicairkan, tetapi bisa tradingkan melalui high yield program yang kemudian banyak bertebaran sejagat raya. Ini merupakan cara bank sentral AS dan bank-bank papan atas dunia untuk mengakali agar Dana Badi Ummat Manusia itu bisa dicairkan. Karena itulah kemudian bagi yang pernah menjalani program ini, programnya berjalan tetapi uangnya tidak bisa diambil. Kenapa? Karena otoritas keuangan dunia hanya diberi kewenangan oleh HERITAGE FOUNDATION untuk menggunakan dana-dana tersebut bagi kepentingan kemunusiaan. Atas dasar ini pulalah ketika terjadi bencana Tsunami Aceh tokoh-tokoh dunia beterbangan memberikan bantuan ke Aceh dengan dalih bantuan kemanusiaan. Padahal event itu menjadi fasilitas tercanggih bagi mereka untuk mencairkan rolling program yang dilakukan oleh ban-bank papan atas dunia. Tak ada yang gratis di dunia ini.

Walaupun melalui IFID saya di HK tidak berhasil menarik uang tersebut, tetapi hasil investigasi saya mengungkap bahwa dana Abadi Ummat Manusia itu ada, dan dokumen dari Indonesia diakui keberadaannya, hanya saja belum ada satu yang berhasil mencairkannya kecuali Dana Revolusi. Bukan Dana Amanah. Dana revolusi adalah dana yang dikumpulkan oleh Bung Karno bersama pejabatnya waktu itu, diantaranya ada Soebandrio yang dipenjarakan Pak Harto untuk sekian lama. Dana Revolusi pun sebenarnya lebih banyak dari yang pernah disampaikan oleh tim pembentukan Pak Harto. Karena sebuah sumber mengatakan, rezim Soeharto sempat mencairkan dana tersebut dalam jumlah besar. Sebaran informasi yang dilakukan oleh kawan-kawan saya di HK dengan program Welcome Back Home menghimpun sedikitnya USD 40 milyar orang Indonesia yang punya uang di luar negeri. Mereka bersedia membawa pulang uangnya asalkan tidak dipotong sedikitpun biaya adminsitrasi bank. Untuk kondisi di Indonesia, hal itu tidak mungkin. Karena kita belum memliki undang-undang offshore banking dan offshore financing.

Sekarang, persoalannya, apakah Indonesia akan dibagi dari pencairan Dana Abadi Ummat Manusia itu? Hampir pasti, Indonesia hanya akan menerima berupa bantuan-bantuan saja, bukan pembagian seperti yang dikehendaki oleh Bung Karno. Bantuan tersebut bisa melalui Bank Dunia, IMF atau otoritas keuangan internasional lainnya. Untuk membuktikan bahwa dana abadi sudah cair, kita dengar saja. Apakah akan ada suntikan dana segar bagi AS, Eropa dan dunia dalam waktu dekat ini. Jika itu tidak terdengar ada 2 kemungkinan. Kemungkinan pertama, memang dirahasiakan yang berarti dana tersebut hanya akan dinikmati kelompok tertentu berbungkus negara (karena yang bisa mencairkan hanya kumpulan negara-negara). Kemungkinan kedua, memang Vatikan belum memberikan restu. Kalau belum, berarti bangsa Indonesia masih ada harapan. Ayo berjuang untuk negeri dan bangsa ini wahai anak muda. Sebagai jurnalis, saya (Safari ANS) mempunyai instinct tidak terlalu jelak. Ketika saya masih bekerja sebagai wartawan di Majalah Warta Ekonomi tahun 1988, saya mencium ada gelagat yang tidak jujur ketika sederet pejabat Orde Baru mengumumkan hasil jelajah mereka dalam memburu harta nenek moyang bangsa Indonesia yang telah terampas secara sistematis oleh penjajahan Belanda dan Jepang. Walaupun saya harus berhadapan dengan tantangan rasionalitas pemberitaan, tetapi kemudian ide ini berkembang dan memicu saya untuk terus melakukan investigasi.
